A panel sponsored by the Council on Competiveness found that,
for businesses, the four main barriers to developing the
National Information Infrastructure are the following:
- Difficulty in reengineering business processes
- Difficulty in using complex electronic systems
- Lack of security on the Internet
- Difficulty in measuring benefits versus costs
